Shooting over water is particularly dangerous
In my younger dumber days I was one of those that would not take anyones word for any thing
I shot a 30.06 across a body of water and it skipped as far as I could see before I lost it|||YES from water %26amp; wood.*|||Water- probably.

I have done this with my 30-06 shooting at a beaver. I missed and the bullet ricochet off the water. the 30-06 is a similar round to your 7.62X54R. Depends on the angle. A shallower angle is more likely to get a ricochet.|||Any bullet, from a .177 caliber pellet, up to a .50 can ricochet on water if it hits at the right angle.|||Virtually any caliber has the potential to richochet off of any surface, including glass. The angle of impact determines everything.|||At the right angle, any caliber can skip off the water.
